Dominant Races and Sociology

The dominant races on Halberd are Gnomes and Humans. Originally two kingdoms, Humans and Gnomes allied against the other races in Halberd early and founded a great city called "The Accord". The accord is central to the Amanstar Empire, and sits next to the Amanstar forest, and on a river with fertile farmland around. The Amanstar Empire grew and spread, conquering most of Halberd in the next few hundred years. Nowadays, most of Halberd has been subsumed into the Empire, and the continent is mostly peaceful. Funding for the armies has largely run dry.

The Accord itself pays home to mostly Humans and Gnomes. There is always an Emperor and an Empress, and they are always a pairing of a Human with a Gnome, and they share the rule equally. Usually the Emperor in the pairing takes a consort to make Heirs, and the Empress takes several consorts for pleasure. The firstborn of the Emperor chooses their marriage partner from amongst the commonfolk (this of course usually means a noble house.) The consorting custom does tend to vary from generation to generation, and many nobles have cut short a promising career in the Empyrian court by making incorrect assumptions about what the current rules are. Currently neither the Human Emperor nor the Gnomish Empress is known to have a consort, or children.

Within the rest of the Empire:

Gnomes concentrate most around Copperchasm.

Humans are concentrated everywhere else.

Towards the north of Halberd is Efellia. Efellia is a nation consisting of a harmonious alliance of Elves and Eladrin. 1000 years ago this civilisation was struck by a large magical cataclysm and mostly wiped out. (It should be noted that histories are never too accurate, and a lot of things happened 1000 years ago.) - The elves who survived retreated North to a great desert known as the Efellian wastes. Eladrin mostly live in cities constructed around Oasis, and Elves live a nomadic life travelling and trading between these cities. The Efellian Wastes were never conquered by the Amanstar Empire, mostly because conquering a desert is a lot of work, but seeing as the elves don't seem to be aggressive or have an army, Amanstar doesn't view them as a threat.

Elves are sometimes seen around Amanstar, usually they are young elves on some errand or quest that required them to leave Efellia. There is also a tradition in some Nomad tribes of a coming of age quest, which can cause elves to leave the wastes. Half-Elves are rarely accepted into the Nomad tribes, and tend to live in the Empire. Eladrin are seen very rarely outside of their cities in the wastes, usually if they venture out it's because they have a task that they cannot simply hire elves to do. This shouldn't stop you playing eladrin if you want to though. To the South-West of Halberd is Terokan, a civilization largely of mixed Dragonborn and Tieflings. Amanstar and Terokan have been at war, but a historic peace treaty was signed approximately 5 years ago, largely due to the efforts of Terokian and Amanstari Dragonborn, a shared race between the two nations. Tieflings are not commonly seen within Amanstar itself, and still fairly distrusted. Bulwalk and Fort Horn both remain garissoned, but there was been no battle between them since the peace.

Other races within the Amanstar Empire do tend to be concentrated in various areas:

Dwarves tent to live within the mountains near Copperchasm and the Accord (Not the Fang Steppes.) - Because that's where good mining is to be had. Halflings tend to live everywhere, but there are a lot of them who live in some foothills called the Burrows, because "they have a nice view" Half-Orcs tend to live in the South-West, either within Terokan or near to it, because that's where the best fighting is(or was, they're spreading out a bit more these days.)

Other PC races from the core PHBs do exist on Halberd as well, but are rare and unusual. If you want to play a Deva or a Shifter (Etc) have a word with in private to help with your backstory and upbringing.
